On Thursday, the U.S. House of Representatives passed House Resolution 192, which would prohibit individuals who are not citizens of the United States from voting in elections in the District of Columbia.

HR 192 passed by a 262-143 vote, with 25 representatives not voting. By party, 210 Republicans voted for the bill along with 52 Democrats. By contrast, no Republicans voted for the resolution, while 143 Democrats voted against it.

The bill consists of two sections.

The first section reads: An individual who is not a citizen of the United States may not vote in an election for public office in the District of Columbia or in any ballot initiative or referendum in the District of Columbia.”

The second section of the bill notes that it repeals the District of Columbia’s Local Resident Voting Rights Amendment Act of 2022 “and any provision of law amended or repealed by such Act shall be restored or revived as if such Act had not been enacted into law.”

Among the Michigan Democrats who voted against the bill are Reps. Hillary Scholten, Rashida Tlaib, Debbie Dingell, Daniel Kildee, Haley Stevens, and Shri Thanedar.

National Republican Congressional Committee Spokesman Mike Marinella singled out Michigan Democrat Scholten for voting against the bill.

“Don’t believe extreme Democrat Hillary Scholten’s election year posturing, just look at her votes – she is a radical open borders zealot,” Marinella told The Midwesterner in an email. “As long as Scholten is in office, illegal migrants will get the red carpet treatment while American citizens get the shaft.”

Marinella also noted that Scholten has never publicly called on President Joe Biden’s administration to enforce existing laws or exercise executive powers to stop the surge of illegal immigration.

As reported previously by The Midwesterner, Scholten has repeatedly undermined efforts to prosecute illegal immigrants as an attorney for the Michigan Immigrant Rights Center. Additionally, her career as a representative in the U.S. Congress is rife with efforts to thwart the massive influx of illegal immigrants into the U.S.

In 2011, for example, Scholten co-authored an article arguing that “current Eighth Amendment jurisprudence can support the conclusion that deportation for certain crimes constitutes impermissibly cruel and unusual punishment.”

Scholten has also been an outspoken proponent of sanctuary designations in Michigan municipalities and counties.

Scholten in May of last year voted against a House Resolution that would make assaulting a first-responder by any non-U.S. national a deportable offense. That same month, she voted against a House Resolution that imposed limits on asylum eligibility while also requiring employers to use an electronic system to verify the employment eligibility of new employees.

In July of last year, she voted against a House Resolution prohibiting the use of public school buildings to house non-U.S. nationals. Similarly, last October, Scholten voted against a House Resolution prohibiting housing of non-U.S. nationals on federally administered land.

In January 2024, Scholten voted against U.S. House Resolution 957 that specifically denounced “the Biden administration’s open-borders policies, condemning the national security and public safety crisis along the southwest border, and urging President Biden to end his administration’s open-borders policies.”
